Modernization of Kisumu port attracted Government security apparatus to spread it's footprint, particularly the Kenya Navy, and the Kenya Coast Gaurds Services (KCGS).

The ministry of interior too revamped the border security apparatus, this has hardened security at the pier, disrupting the existing Smuggling pipeline that has massively benefited corrupt port Officials.

For instance, in 2018 thereabouts Kenya Revenue Authority (KRA) requested Kenya Ports Authority (KRA) to audit controls at the Kisumu port, and related illigalities associated with irregular Procurement, and revenue leakages.

According to sources in the agency, Officers benefiting in Illicit trade at the port covered up reports, leading to KRA Intelligence sharing it's findings with the Directorate of Criminal Investigations (DCI), we now understand that DCI and EACC investigators have camped at the Mombasa port, to unmask authors of Corruption at entry points.

Government  apparatus has 'distupted' Kisumu networks, forcing drug traffickers out of the pier, making smuggling pipelines vulnerable to Detection, unlike at the pier where 'state capture' is a problem.

For instance, in a recent drug interdiction the Anti-narcotics detectives arrested a suspect who crossed from Uganda with heroin  wrapped in a packet of soya beans, to conceal the contraband,  when he was nabbed.

2017/18/19 KPA own internal audit reports have consitently reported the risk of revenue leakages, and losses. Shockingly, none of the recommendations offered have been implimented, either by Nairobi or Mombasa.

The consequence, according to KRA statistics Kisumu port while under Kenya Railways (KRC) managment managed to collect 65 million, under KPA revenue leakages led to the reduction of 11,084,649.

With the stationing of the Kenya Navy, and Kenya Coast Gaurds Services (KCGS) illegal trade will be contained, but the risk of revenue leaking will remain since the culprits are even being considered for promotions, as a reward for their efforts to facilitate cartels loot r had been tipped off pounced on the suspect befackage the cocain.
